Sealed BIDS for the Poncha Springs Economic Development Assessment will be received at the Poncha Town Hall, 333 Burnett Avenue – PO Box 190, Poncha Springs, CO until August 23, 2024 at 2:00 pm either by mail, email or in person at which time, they which time they will be open and read.
Summary: The Town of Poncha Springs is at this time seeking qualified Bids to perform an economic development assessment for the Town to support future business development, workforce development, real property inventory, and economic needs assessment. The successful bidder will provide the items identified in the full RFP which includes the following:
A “Statement of Qualifications” demonstrating recent, relevant experience, including references from successfully completed projects.
Bid price to include:
1. Executive Summary
- Overview of the assessment’s purpose, key findings, and major recommendations.
- Brief summary of the Town’s current economic status and future potential.
2. Community Profile
- Demographic analysis, including population trends, age, gender, and ethnicity distribution, and household income.
- Overview of the town’s history, culture, and key characteristics.
- Geographic and environmental context, including natural resources and climate.
3. Economic Analysis
Current Economic Conditions:
- Major industries and employers.
- Employment rates, job sectors, and workforce characteristics.
- Income levels and economic diversity.
Economic Trends:
- Historical economic data and growth trends.
- Comparison with similar rural towns in Colorado and nationwide.
4. SWOT Analysis
- Strengths: Natural attractions, unique cultural aspects, existing businesses.
- Weaknesses: Infrastructure challenges, limited workforce skills, economic dependency on a few sectors.
- Opportunities: Potential for tourism growth, untapped natural resources, new business ventures, available real estate
- Threats: Economic downturns, environmental risks, outmigration, aging

A pre-bid meeting will be held on Tuesday, August 20, 2024 at 10:00 am at the Poncha Springs Town Hall, 333 Burnett Ave, Poncha Springs, CO 81242 followed by a site visit. Last day for bid questions is August 22, 2024 at 12:00 pm. All bid questions shall be submitted in writing by email to [email protected]. Responses to questions and Addendums will be sent to all contractors who have requested bid documents.
Copies of the full Request for Proposals are available. Electronic copies by email are available at no charge to qualified contractors registered in good standing with the Secretary of State. Qualified contractor email requests for electronic copies shall use the subject line of Economic Development Assessment and must be sent to the following emails address: [email protected].
Town Trustees will consider awarding the Bid at their regular Board of Trustees Meeting on August 27, 2024 beginning at 6:30 pm.

PROPOSAL SUBMITTAL
1. Obtaining a copy of RFP: A copy of the Request for Proposal (RFP) and subsequent addenda to the RFP are available upon request by emailing Lance Hostetter at [email protected]
2. Proposal Deadline: Proposals are due no later than 2:00 PM. (Mountain Standard Time) on August 22, 2024. Proposals received after the deadline will not be considered.
3. Submittal of Proposal: Sealed BIDS for the Poncha Springs Economic Development Assessment will be received at the Poncha Town Hall, 333 Burnett Avenue – PO Box 190, Poncha Springs, CO 81242 either by mail, email or in person. At which time, they will be opened and read. It is the proposer’s responsibility to ensure that the most complete and current version of solicitation, including addenda, has been downloaded. Submission of a proposal shall constitute acknowledgement and acceptance of all terms and conditions contained in this RFP and all exhibits and attachments hereto.
4. Please submit Proposal file and a separate cost file. The cost file should not be included in proposal.
